There is no doubt that the modern democratic state of law designed primarily to protect the rights, freedoms and legitimate interests of citizens and society as a whole, the constitutional order of the state and other significant social benefits. Nevertheless, quite often, there are some states that cannot protect their citizens. Our intention is to show that it is possible to struggle with crimes in society with the help of community crime prevention program.

The criminal justice plays the important role in public order and personal freedom. The modern world is abundant in evils and crimes that is why the criminal justice should be the protector. At the present time, a great number of people committing crimes remain unpunished while they should answer for the breaches in law. The problem is that there are many criminals among young people. The statistics shows that 68,000 violent crimes in New York are committed by juveniles under the age of 18. Jeffrey Butts states that young people occupy the leading place in committing crimes in the USA, so it is important to find the ways of decreasing crime levels among children (Benoit, 2010).

The word "law" is always associated with the notions of regulations, statutes and legislation. Therefore, there is the stereotype that law always defends public welfare and good. However, the modern youth is not conscious that they should follow laws and do not violate them. As a matter of fact, it is the ethical problem and the problem of education. Early imprisonment means the further ruining of future life, and there are too little chances for a happy and rewarding life. There should be a close connection between teacher, parents and police in questions of law.

The juridical system is far from perfectness. It does not try to solve the case without damaging people's life or find evidence for solving the problem. It tries to punish violently without caring about justice. It means that there are cases when the young people are not guilty, but they get punishment or imprisonment.

At the present time, the problem of increasing of crimes among the young people is of our concern. The low age of criminal responsibility can be the result of increasing of criminals in our society. At the early age, children are not conscious of their actions and very often they do not distinguish what is good and what is wrong. However, from the ethical points of view, people of all age should be responsible for their actions. As to raising children, parents should play the main role in disciplining and following laws by their children (Singer, 1995).

We propose to create the council of parents, teachers and police that will be responsible for controlling young offenders and criminals. Indeed, successful realization of this program will benefit law enforcement and the whole community. It is one of the powerful and persuasive approaches in philosophy. Utilitarianism is a right moral action. Utilitarianism supports the ideas of making good to other people. Utilitarian ethics determines moral principles of behavior of an individual (Benoit, 2010).

Deontological ethics is the ideas of following certain rules and duties. It defines right moral choice and what is permitted, required and forbidden. According to the deontological philosophy, when a person follows duties, he/ she behaves morally. To my mind, the parents and teachers should learn this.

It is necessary to mention that in order to make this crime prevention strategy successful, it should coincide with providing of ethical education of youth. The absence of ethical principles provokes the violation of laws and crimes in society.

This community crime prevention program is created in order to coordinate crime level, to support police in questions of crime prevention, to provide national security, to educate a new generation with moral and ethical values, to solve new crime problems, to promote collaboration between parents, teachers and police, and to improve effectiveness of preventive measures (Anderson & Tresidder, 2008).

To my mind, raising the age of criminal responsibility may lead to complete degradation of young people. Criminal responsibility cannot be the way of punishment for the illegal actions, but also the start of degradation of moral and ethical values. I am convinced that criminal responsibility should come at the age when children are intellectual, emotionally and mentally mature.

If to look at the age of criminal responsibility at the different countries, one may say that it is different in the different countries and depends on culture and religious views. In modern society, while choosing the age of criminal responsibility, one takes into consideration the psychological, ethical and moral aspects of criminal responsibility. However, every person reaches an emotional, mental and intellectual mature in the different age that is why criminal justice cannot adapt to every person and that is a big deal. From my point of view, the biggest ethical dilemma of criminal responsibility at an early age is that it may lead to moral degradation of society, and young generation will become criminals. Without the doubt, criminal justice and security management are the branches that demand moral behavior in comparison with other professions. Choosing the age of criminal responsibility, criminal justice should do the best in order to shorten the level of violence and crime among young people.

It is a pity that at present time young people do not know the constitution and violate the laws even not realizing about the illegality of their actions. Indeed, ignorance does not mean freedom from responsibility. The American public should raise the feelings of responsibility in their children.

Criminal justice should follow certain ethical and moral norms. However, it is a pity that, in many cases, criminal justice ignores the illegal behavior of the individuals and does not see their acts as a crime. It is ridiculous how they can decide the destiny of another person when their acts are not examples for following. The society suffers from the bad judiciary system that does not struggle for justice, but gives a birth to the new crimes. There is the saying that rules exist in order to violate them. So, as we see that the ethical dilemma concerns not only young people but also criminal justice that punishes for the crimes (Sherman, 1996).

Speaking about ethical issues, it is necessary to say that they contradict criminal justice. Ethics and moral principles always give the chance to a person to admit his/ her mistakes. However, if you commit a crime, according to laws you will receive a punishment: fines, community works or imprisonment. I think that the young people that violate law should receive fine or should work. As to imprisonment, it may negative influences on the formation of a young personality.

I came to the conclusion that parents are responsible for the actions of their children. However, I suppose that "Raising the Age" of criminal responsibility from 16 to 18 years of age will have benefits. First of all, if a person bears responsibility at the age from 16 to 18 years, he/ she is more conscious of his/ her actions and is mentally, emotionally and intellectually mature. The benefit of raising the age of criminal responsibility of youth will be noticeable as with age the young people are more capable to differentiate what is right and what is wrong. To my mind, children violating a law at the age of 16 should not bear criminal responsibility; their parents should be responsible for them and their education. From 16 to 18 years of age, young people are able to make decisions and carry out responsibility.

In order to make this program effective, one should include in it community-based crime prevention, family-based crime prevention, school-based prevention, struggle with crime risks, preventing crime at places, policing for crime prevention and criminal justice and crime prevention. Only the complex of this actions and practices will bring a positive result. I suppose that the main reason of the effectiveness of this program is that struggles not only for following laws, but for the education of moral and ethical principles (Bureau of Justice Assistance, 1997).

The effectiveness of this community crime prevention programs can be achieved by the collaboration of school, family and police. I propose to include such crime prevention activities in this program as community organizing and mobilization against crime, after-school recreation programs, gang violence prevention, community based mentoring, home visitation of families with infants, parent training for managing troublesome children, preschool education programs involving parents, programs for preventing family violence, peer-group counseling, anti-bullying campaigns, gang resistance education, programs to improve school discipline and improve social problem-solving skills, directed patrol in crime hot spots, foot patrol, domestic violence crackdowns, drug raids, neighborhood watch, rapid response time, prisoner rehabilitation, home confinement and electronic monitoring, mandatory drug treatment for convicts, shock incarceration, intensively supervised parole and probation, etc.

Community crime prevention strategy should deal with the health of the community. It means that crime is also one of the main factors that deprive people's life and damage health. The obstacle is lack of money and collaboration between police and community.

Community crime prevention strategy seeks causes and problems. It means that it does not only try to find the preventive measures but takes into consideration the entity of the problem.
